Yes, Diversity, equality, and inclusion have positioned Chennai as the top city for women in India in the findings of the Avtar Group’s Top Cities for Women in India (TCWI) 2023. In terms of inclusivity and adaptability for working women, Chennai emerged as the leading Indian city for women in 2023.
Which is Top Best City for Indian Women?
The study was done based on population of cities. Two Following criteria were taken into consideration:
- Cities with More than a Million population
- Cities with Less than a million population
Tamil Nadu state has dominated in both categories. Its cities from the state ranking at the top in both categories of the study.

Winner City with Less than one million Population– Out of total 64 cities in the category with a population of less than a million, Tiruchirapalli tops the category.
Winner City with More than one Million Population: Total 49 cities were analysed and Chennai takes the lead in the category with more than a million.
Seven cities from the southern state were also included in the overall list.
City Inclusion Score (CIS) – The rankings of cities were based on the combination of three pillars in the study, City Inclusion Score (CIS):
Social Inclusion Score (SIS) – It considers external social environments, including women’s safety, employment rates, and quality of life.
Industrial Inclusion Score (IIS) – Evaluates the inclusion of organizations in industries towards women.
Citizen Experience Score (CES) – Gathers data from a comprehensive national survey of working women to create a broad citizen experience score.
Chennai’s Victory and Ranking Details
Chennai not only won the accolade of being the top city for women with a population of more than a million in India but also maintained its first position in the SIS ranking. Its IIS rating slipped from 1, and on this scale, it now stands second after Bengaluru.
The TDI study reveals that India’s national CIS average is 21.59, significantly lower than Chennai’s 48.42, indicating that inclusivity for women is limited to certain parts of the country.
What is Delhi’s Ranking in Best City for Indian Women?
The infamous national capital, Delhi, known for crimes against women, made its debut in the top 10, securing the 8th position. Last year, Delhi’s CIS ranking was 14th.
However, with a focus on the safety of external social environments for women, Delhi’s SIS ranking slipped to 27th, falling eight places this year.
Significance of Women Workforce Participation Highlighting the importance of women’s participation in the workforce to build India’s $5 trillion economy by 2025, the study also indicates that it significantly impacts organizations, making them more diverse and equitable while having a substantial effect on overall social equality.
